CONSTITUTION OF CHANCE

Preamble
With unending conviction of making the world a better place; in pursuit of the potential and betterment of all university students across the globe, and with utmost respect toward all university students of the world without any form of discrimination, we, the members of Chance, enact and adopt for ourselves this constitution as our rules to live by.

Article I- Name of Union
The name of this organization shall be known as and called Chance.

Article II- Mission
Section 1: Purpose
This organization, Chance has been founded to foster global citizenship within the university and develop a sense of international and domestic responsibility and appreciation. In doing so, this group seeks to equip and empower students for action and development, international dialogue, global awareness and cultural appreciation.
Section 2: University Policies
This organization, chance shall abide by the established policies of the University of Toronto.

Article III- Purpose/Objectives
The following shall be the objectives of Chance:
Section 1: International Action
Chance will seek to be a reckonable force for action and service in the international arena. This encompasses developing and implementing projects for international development and humanitarian aid Chance shall harness the potential of the university students in areas such as volunteerism and advocacy.
Section 2: Global Awareness
Chance will seek to educate our members and our university community on global issues and raise awareness of these on campus in the form of debates, invited speakers, documentary showings and panel discussions.
Section 3: Global Dialogue
Chance shall set in motion an international discourse mechanism which shall serve as a platform or medium for university students to express their opinion on topical world issues and global events as they unfold, and define a mitigating blueprint towards improvement.
Section 3: Cultural Appreciation
Chance will seek to foster an appreciation for cultural diversity and promote various cultures throughout campus.

Article IV- Membership
Membership is open to any university students, without discrimination, who share in the objectives of the organization. One is considered registered if and only if such a person’s details exist in Chance’s database.

Article V- Officers
Chance will be governed by the following officers:
2 Co Presidents
Chief Financial Officer
VP Human Resources
VP Public Relations Internal
VP Public Relations External
VP Communications
VP International Relations
VP Event Planning
VP Research and Development
Secretary

These 11 officers shall form the Executive Committee, which shall be the policy initiating and implementing body of Chance.

The Two Co Presidents shall oversee and participate in all activities within the organization, convene and preside over all executive and general assembly meetings, and be the chief spokespersons for the association at all times.

The Chief Financial Officer shall oversee the mobilization of funds for the organization, chair all financial committees, find sponsors, and present the organization with financial reports, statements and budget for approval by the Executive Committee.

The VP Human Resources shall plan and oversee the continual recruitment and retention of members. This person shall also be responsible for outreach, elections and turn over for the executive committee, and the registration of complaints.

The VP Internal Public Relations shall network and form partnerships with other organizations within the university, who share and operate in areas that are tangent with the objectives of Chance. This person shall also strike contact with key individual stakeholders within the university and establish contact with the media within the university, like the campus newspapers and radio station. The person in this position will be responsible for advertising all events within the university community.

The VP External Public Relations shall network and form partnerships with other organizations outside of the university, in the local community who share and operate in areas that are tangent with the objectives of Chance. This person shall also strike contact with key individual stakeholders in the local and national community and establish contact with the local media within the. The person in this position will be responsible for advertising all events around the local community.

The VP Communications shall be responsible for creating and maintaining a website and a list-serv, and shall oversee the publication of the bimonthly newsletter. This person shall also maintain a database of all media houses within the university community and the local community.

The VP International Relations shall oversee and implement the international projects. This also includes fundraising for humanitarian and sustainable development NGO’s abroad.

The VP Event Planning shall oversee the planning of events, conferences, panels and any other activities of the organization.

The VP Research and Development shall research and report on regions/areas of the world where aid is needed and advise the general membership on where international development projects should take place.

The Secretary shall convene at all meetings and keep minutes of the proceedings and submit them to the web administration promptly to be put on the website. This person is responsible for the booking of space for meetings. The secretary shall also be the custodian of all official documents on behalf of the Co Presidents, and assist the Executive Committee wherever necessary.

Article VI- Elections
The VP Human Resources shall form a committee to plan and conduct the Executive Committee elections by the general assembly. This person shall decide on the procedure and date for elections and inform the general assembly for approval. All executive positions shall be determined by elections and all active members are qualified to run for election. A simple majority is required to win an executive position.

Article VII- Tenure of Office
All Executive Committee members shall hold office for a tenure of 1 year and have a maximum of 2 years in the same position. Any officer who proves incapable of holding office shall be removed before his or her tenure of office expires. Any such incapacity of an officer shall be determined by the general assembly upon a motion filed by a member through the Executive Committee and approved by 2/3 of members present for a meeting called for such a purpose.

Article VIII- Meetings
Chance shall hold general meetings and executive meetings to be decided by the Executive Committee and the time and date communicated to members. All Executive meetings must be attended by all members of the Executive Committee. If one of the Executive officers fails to attend 4 meetings in sequence without prior notice to the Co Presidents, the officer may be put under review for dismissal of office by the Executive Committee.


Article VIIII- Financial Provision
Section 1: Bank Account
Chance shall operate a bank account with a recognized and prestigious reputable bank. The signatories to the bank account shall be the 2 Co presidents and the Chief Financial Officer.
Section 2: Source of Income
The organization shall generate its revenue through the following sources:
i. Donations from sources within the university, for which the receipts must be authorized by the 2 Co Presidents and the Chief Financial Officer.
ii. Funds accrued from sponsorship drives and fundraisers.
iii. Donations from individuals, governments, associations, corporate bodies and NGO’s.
Section 3: Auditing
An adhoc audit committee shall be formed from within the membership to audit the account of the organization at the end of every year. This committee shall be dissolved immediately after they have completed their task.

Article X- Council of Advisors
Chance shall have a Council of Advisors comprised professors, academics, activists, and individuals within and outside of the university that share in the vision of Chance. The Council of Advisors shall mentor the Executive Committee and assist and participate in events on an availability basis.

Article XI- Amendments
Any portion of this constitution is subject to amendment, based on a majority of members who vote in favor of an amendment to be effected.
